This paper contends that if the international community hopes to revive denuclearization talks with North Korea, it must first create an "enabling environment" to bring Pyongyang to the negotiating table. To support this proposition, the paper’s author 1) provides a history of previous negotiations and the lessons derived from them; 2) a basic framework for getting North Korea to the negotiating table; 3) a description of the enablers and conditions that are necessary for successful negotiations; and 4) the final steps that will need to be taken if denuclearization is to become a reality.
