This report summarizes the discussions that took place during a UN-sponsored meeting in April 2015 on how to harmonize national-level end use(r) control systems in arms transfer supply chains. In other words, the participants looked at 1) the mechanisms that are currently in place to prevent the diversion of arms at the national level, and 2) what approaches, processes or frameworks could be used to enhance the harmonization of these controls at the transnational level, even if first pursued in a piecemeal fashion.
