This paper reflects on Latvia’s first-time presidency of the Council of the EU in the first half of 2015 arguing that the country has proved a small administration can achieve concrete results in a short time span. The authors then provide an overview of the successes of Latvia's administration as well as the challenges which Luxembourg faces as it takes over the presidency from Latvia.
