This article examines the impact that the EU's internal and external economic, political and other challenges are having on the Union's foreign policy, including vis-a-vis the Israeli-Palestinian conflict. The author first looks at how such factors as the Greek debt crisis, the economic problems faced by other EU members, the disparity between northern and southern member states, and the rise of populist parties have affected the Union. He then argues that the EU is unable to deal with these problems effectively, something that is reflected in the Union's weak response to the refugee and migration crisis in Europe, Russian assertiveness, or instability in the Middle East. Finally, he reviews the difficulties facing the EU in its attempts to form a consensus on how to deal with the Israeli-Palestinian conflict.
