This report examines the problem of corruption in Moldova and Ukraine and formulates practical recommendations for both countries and the EU on how to deal with this challenge. To help form their recommendations, the authors also examine the experiences of the Visegrad Group countries (Czech Republic, Hungary, Poland, and Slovakia) in developing anti-corruption policies as well as what role the EU played in this process. Overall, they suggest that the experiences of the Visegrad countries show that the conditions required by the EU in negotiations can effectively drive reforms to deal with corruption.
