This paper discusses the development of the Russian grand strategy and its influence on the Nordic-Baltic region. The author analyzes the Russian doctrinal debates on the grand strategy, concluding that a consensus prevails to strive for regional hegemony and multipolar balancing against the USA. The paper concludes that Russia has developed a relatively consistent strategy vis-à-vis other poles in the international system, and that this strategy threatens the security of small, non-aligned states in the Nordic-Baltic region.
