This paper discusses the development of the common strategy on Russia in the EU. In particular, the paper examines the first common strategy on Russia (CSR), which was adopted in June 1999. The author analyzes the emergence of the CSR into the Common Foreign and Security Policy (CFSP), its implementation, and its impact on the EU-Russia relations. As a conclusion, the author offers four different interpretations for assessing the impact of the CSR.
