This report discusses the safety and security problems UN peace operations currently face. More specifically, the report's authors 1) assess the UN's existing management structures, policies and processes in order to identify potential areas for reform, and 2) conclude that effective security involves protecting UN personnel AND enabling, rather than limiting, operational activities. Specific recommendations follow in the wake of the latter conclusion.
