This report contends that US attempts to introduce new assistance programs and capabilities in countries such as Afghanistan, Iraq and Syria continue to be frustrated by structural and strategic deficiencies. In order to ameliorate these problems, the report's authors identify eight challenges US policymakers must confront if they hope to apply security cooperation and assistance programs effectively. They then propose 10 recommendations for how the US should pursue necessary reforms in these types of programs.
