This paper reviews EU High Representative Federica Mogherini’s work in the first nine months of her term of office, analyzes her achievements and efforts, and compares these to those of her predecessor. The author contends that with limited scope to be involved in major EU policy dossiers, Mogherini has managed to focus on improving the institutional and strategic basis for fulfilling her tasks. Nevertheless, if Mogharini does not manage to contribute to any of the most urgent political questions of EU foreign policy and capitalize on member state support for relevant actions, the author believes that her term in office may actually diminish the significance of the role High Representative.
