This paper examines the different paths of post-communist transition in China and Russia by analyzing their modernization projects in the past. The author claims that the countries share the same impetus to modernize and catch up with the West, though following different strategies. The paper concludes that both countries promote the illusion that they can modernize without further democratic reforms.
