This report does indeed assess Pakistan's Anti-Terrorism Act (ATA), which provides the existing legal basis for the country's counterterrorism policies. The report's authors particularly bemoan that the ATA's overly broad definition of terrorism has clogged up the special court system it created with ordinary criminal cases. They also explore the difficulties of implementing the Act in real life, especially by the country’s police and judiciary, and provide recommendations on how to address these law enforcement problems.
