This report highlights the proceedings of a recent conference that focused on applying international law to cyberspace and determining what impact it could have in Eurasia. Among other issues, the report contemplates 1) the interrelationship between cyberspace, international relations and security; 2) the applicability of existing legal prohibitions against violence to cyber-attacks and warfare; 3) what constitutes a ‘weapon’ in cyberspace; 4) the responsibilities states have to ensure their territory doesn’t serve as a staging area for cyber mischief; 5) the current initiatives being pursued by the UN and the OSCE to improve cyber security, and 6) cyber security initiatives currently underway in the Arab world.
