This paper provides an overview of a conference held in July 2015 on international approaches to cybersecurity and how to improve cooperation in this field to promote a stable and secure cyber environment. Among other issues, the discussions focused on 1) the UN’s mechanisms, institutions and policies that deals with cybersecurity and related issues; 2) regional approaches to cybersecurity strategy; 3) the place of cybercrime and cyber-attacks in international law; and 4) what international norms need to be established to prevent crises from developing following the use of offensive cyber operations by states.
