This commentary discusses the EU's Temporary Relocation System (TRS), which was set up to equitably distribute among member states the large number of refugees who entered Europe in the Summer of 2015. The authors contend that although the TRS might not be the panacea for addressing the refugee crisis, it shows movement towards recognizing the urgent need to go beyond the current EU Dublin system for refugees and ensure more equitable sharing of legal responsibility for refugees among all member states.
