This report discusses trends in German development policy and analyzes how Germany uses this policy to promote its own economic and political interests. More specifically, the author discusses 1) the objectives of German development policy and its evolution since WWII; 2) the principles guiding this development policy, together with its priorities for different regions around the world; 3) individual instruments used by the policy, such as development loans, consultancy for developing countries and German equipment supplies; and 4) the significance of the key actors in the policy, the links that exist between them and the problems that these connections cause.
