This report describes the different opposition groups fighting against Bashar al-Assad's regime in Syria. More specifically, it outlines where the groups are specifically operating; gauges their relative operational and financial strengths; and clarifies their level of cooperation with each other, including with the al-Qaeda affiliate Jabhat al-Nusra. In accomplishing these tasks, the paper's authors aim to 1) help researchers anticipate how these groups might realign themselves in the wake of Russia's military intervention in Syria, and 2) help shape the development of policies that might protect those groups that are willing to cooperate with the United States to defeat the so-called Islamic State and marginalize Jabhat al-Nusra.
