This brief looks at the myriad difficulties the UN Secretariat has historically had in promoting, implementing, and managing change. More specifically, it 1) reviews the five reform cycles the Secretariat experienced between 1992 and 2007; 2) analyzes Secretary General Ban Ki-moon’s 2011 Change Plan, including how its proposals were drafted and implemented; and 3) provides 13 lessons learned from the UN’s recent attempts to reform itself.
