This paper explores the role of hybrid warfare in recent history and ponders why the EU and NATO haven’t been particularly effective in dealing with this type of war. While highlighting the deliberate blurring of civilians and combatants in hybrid warfare, the report’s author also divides it into two different types – the so-called "ISIS" model and the "Russian" model – and argues that blunting either approach will require the mutual cooperation of trusted, capable and interoperable partner nations and organizations.
