This report describes how horrific, unpunished human rights violations - including disappearances - have blurred the lines between politics, government and crime in Mexico’s south-western Guerrero state. More specifically, the report 1) discusses the history of violence in the state; 2) examines recent disappearances in the illustrative, crime-infested cities of Iguala and Chilapa; and 3) recommends ways to combat the widespread impunity currently enjoyed by those who are committing these crimes.
