This report recommends a new nuclear policy and posture for the US. It argues that the country may need to 1) put more weight on its nuclear forces in order to compensate for the diminished coercive power of its conventional arms, and 2) introduce a greater degree of discrimination and flexibility in the US' nuclear posture, which really hasn't been the case in the post-Cold War era.
