This report gauges the effectiveness of economic sanctions as an instrument of US statecraft and whether they are likely to remain a viable tool in the future. More specifically, the report’s authors 1) provide a recent history of the use of sanctions by the US; 2) explain why their effectiveness may decline, even though policymakers have increasingly used them over the past decade; 3) identify how China and other countries might employ economic coercion against US interests; and 4) recommend ways that America can continue to employ economic statecraft successfully while also limiting the ability of others to do the same thing.
