This report explores how the UN system, as opposed to states, should address the threats posed by Improvised Explosive Devices (IEDs). More specifically, the report’s authors 1) review the scale, impact and legal dimensions of the IED problem; 2) identify which UN actors are responsible for IED-related issues; and 3) clarify how the anti-IED processes the latter have put in place could be better leveraged in the future. Finally, the authors analyze how the UN could better support, if not lead, national, regional and international efforts to address the IED problem.
