This report discusses the security status of Northeast Kenya, which 1) contains a sizeable community of Somali refugees, 2) has been infiltrated by the al-Shabaab terrorist militia, and 3) is dominated by corrupt power-hording clans. These problems, in turn, have led to a worrying loss of faith in the capacity of the state - whether in centralized or devolved form - to manage or solve local conflicts.
