This report synopsizes a longer text, "Endgame for ETA: Elusive Peace in the Basque Country." The report 1) analyzes the long, drawn-out process of disarming and dissolving ETA, the violent Basque separatist organization, and 2) identifies the broader lessons policymakers and mediators should learn about prying weapons out of the hands of violent groups anywhere.
