This paper uses an assortment of anthropological, sociological, and psychological tools to develop a comparative theory of culture. More specifically, the text's author concludes that cultures are bi-modal –- i.e. they either stress closeness or detachment. In terms of politics and/or security, that means they either stress the rights and freedoms of individuals or their integration into a community. That fundamental duality, in turn, then shapes how a society approaches its security policies, both on the strategic and operational levels.
