This commentary focuses on NATO's Readiness Action Plan (RAP) and the challenges it faces prior to the Alliance's Warsaw Summit in July 2016 and beyond. In particular, the text’s author analyzes 1) the origins of the RAP; 2) how much of it has been implemented since its inception point, which was the September 2014 Wales Summit; 3) the difficulties the plan still faces; and 4) the overall prospects and expectations surrounding the Warsaw Summit.
