This brief examines Hamas' tunnel-building program, which continues unabated, and the options Israel has either to stop or curtail it. The Israelis could 1) deal with the tunnels on a case-by-case basis; 2) close them all the way up to the city limits of Gaza city; or 3) develop technologies that will identify where the tunnels are located, which means they could be destroyed in the event of hostilities breaking out. Ultimately, the brief's author concludes the last option is the optimal one. It would postpone the inevitable next round of fighting with Hamas and put Israel on a better footing when it breaks out.
