This brief focuses on the 26 November 2015 agreement between China and Djibouti to 1) build a Chinese naval logistics base on the latter's territory, and 2) permit Beijing to operate the facility for at least a decade. The brief further investigates the reasons behind the agreement, the facility deals Djibouti has made with other countries, and what China's growing presence in Africa might mean for Israel.
