This paper argues that the Middle East is on the verge of a profound transformation where Arab states will fragment into sub-state entities. Russia believes this process will actually stabilize the region and defeat assorted Jihadist threats. It needs to occur, however, before two possible events – a general strategic offensive by the so-called Islamic State and a specific Turkish-Saudi intervention in Syria.
