This publication analyzes how the illicit tobacco trade in southern Africa supports organized crime, helps enable official corruption, and erodes state structures. More specifically, the study outlines 1) key dimensions of the illegal cigarette trade in Zimbabwe and South Africa, including the key actors, the pathways of trade and the accompanying modalities of criminality; 2) reform-minded actors in South Africa as well as the policy and technical interventions that could strengthen their positions; 3) practical solutions that could combat illicit trade and tax evasion in the tobacco industry, and more.
