This report looks at those whose job it is to explain the logic of foreign policy and analyze global trends in Russia. More specifically, the text first addresses the role of think tanks in Russian foreign policymaking and the landscape for such think tanks. Here the authors distinguish among three basic institutional forms: academic, private, and state-sponsored think tanks. The authors then look at Russian foreign policy debates since 2014, considering how four state-sponsored think tanks addressed 1) the concept of ‘Greater Europe’, including Russia-EU relations; 2) ‘Greater Eurasia’, including Russia’s ties with China; and 3) multipolarity and the liberal world order.
