This report argues that Afghanistan needs to reform and restructure its political institutions if it is to have stability, peaceful and sustainable governance, and economic growth. As a result, the text's authors look at possible paths to reform, including how to 1) reform the electoral system; 2) revise the constitution; 3) decentralize administrative power; and 4) adjust the balance of power within the government. They also review the prospects for reconciliation between the government and the Taliban.
