This paper examines the investment climate in different states in India in light of the June 2005 Comprehensive Economic Cooperation Agreement between Singapore and India. The author focuses on a study conducted by the Institute of South Asian Studies (ISAS), whose aim is to identify growth opportunities in Indian states by looking at parameters of governance and economic development. He argues that states with a cohesive organizational structure, an integration of the political and administrative decisionmaking process, and a closer response to the articulated needs of the people, would be the states that are candidates for further growth and opportunity.
