This publication explores the role of industry and private sector actors in preventing diversion in conventional arms transfers. It also outlines how such actors can contribute to, and benefit from addressing this diversion. More specifically, the brief discusses 1) the benefits of increased cooperation among industry and other actors in conventional arms transfers; 2) why when evaluating a potential transfer, both states and industry must conduct risk assessments; 3) how improvements in licensing efficacy could benefit states and industry by increasing clarity and reducing the risk of diversion, and more.
