This paper discusses the intelligence background of the terror events in London during July 2005. The author describes the two incidents, examines the key features of the incident-management responses and reviews the consequence-management process. Further, he considers some of the implications of other, relevant, proposed institutional changes such as the further reorganization of the police in England and Wales.
