This report examines the rising violence and insurgency in Afghanistan in 2006. The government and international community are facing interlinked challenges, including the battle against the Taliban and a crisis of government legitimacy amid a culture of impunity. The report argues that stabilization of the country depends not only on putting more international forces into the conflict zones but also on the political will of the government to promote the rule of law and to reform the police and judiciary.
