This report provides a comprehensive review of the Norwegian Generalized System of Preferences (GSP) for imports from developing countries. It suggests that the poorest income country group should be widened beyond the least developed countries (LDCs) to include other low-income countries. At the other end, the report suggests that high-income countries are "graduated" and lose their GSP benefits.
