This working paper addresses the relationship between the European integration process and changes in Norway's national security identity and asks whether there is a profound change or merely an instrumental adaptation. The paper starts with a discussion of alternative perspectives on the concept of security and the EU as a security actor and continues with the development of Norway's security identity in the post-Cold War era and the EU's impact on it. The author argues that the EU has only limited influence on Norway due to its non-member status.
