This paper focuses on the interaction and change of political and economic aspects in Russian-Latvian relations in the 1990s. Firstly, the paper outlines the problems in Russian-Latvian relations by 2001 with a focus on economic and transit issues. Subsequently, the paper sheds light on how political and economic interests interact in Russia, particularly with respect to the Baltic countries. The final part of the paper analyzes the rationale behind and implications of a Russian transit project with a prospective oil terminal in the Finnish Gulf.
