This paper discusses the challenges associated with poor governance and corruption. The author argues that while corruption and governance problems are important and may prevent any other kind of policy to succeed, no effective anti-corruption policy has been developed so far, and if it was, one would not know about it. The paper states that it hence is unreasonable to make strong claims about anti-corruption projects.
