This paper discusses the historical development of the Norwegian armed forces and the evolving position of the forces within the state and civil society in Norway. The author details the significant changes in the role and scope of activities for the armed forces since the end of the Cold War. The paper states that Norwegian authorities have been reluctant in addressing the rapid pace of change, still often applying what may be described as "yesterday’s explanations" when legitimizing contemporary military operations. The author explains that if such a trend of official ignorance continues, the danger of a popular backlash may increase.
