This report offers an in-depth analysis of the role of international election observation missions during the political upheavals in Kyrgyzstan in 2005. The authors state that international election observers played a central part in the events that eventually lead to the toppling of President Askar Akayev’s administration in March 2005. The paper describes how Kyrgyzstan is a good example for highlighting the significant challenges that face election observation missions in the non-consolidated democracies of the former Soviet Union.
