This briefing analyzes the prospects for a ceasefire agreement in Burundi. It provides information about the different rebel factions, their history, objectives and internal politics. It analyzes their dynamics, operational situations and negotiating positions. The paper argues that at the heart of the conflict lies a fundamental governance crisis and only its resolution will lead to peace.
