This report examines the capability of Indonesian justice system to prosecute human rights violators. It reviews the country's record in bringing to justice those responsible for the violations, namely the convictions in four cases since 1998 and other ongoing investigations. It further presents the planned legal framework of Indonesia to investigate human rights violations. However, the report states that the judicial process is too slow and inadequate, and that it is not clear how the new legal framework will be applied in practice.
