This report outlines measures on how to rebuild Afghanistan. It identifies the immediate tasks as putting in place a government that represents as wide a cross section of Afghans as possible, rebuilding an administration capable in the first instance of handling increased levels of humanitarian aid, and ensuring security on the ground, provided by an international force made up mostly of soldiers from Islamic countries. The report further considers development priorities for Central Asian countries, Pakistan and Iran.
