This report analyzes the perspectives for peace in the Kashmir Valley after state elections in Jammu and Kashmir. It describes the political situation in the valley, in particular the position of the Indian security forces and human right abuses. The paper argues that the formation of the new government in Srinagar and the low voter turnout in the valley reflects Kashmiri skepticism that elections translate into political, economic and social change.
