This report examines the prospects for peace in Aceh. It outlines the developments that the December 2002 Geneva agreement on cessation of hostilities in Aceh has brought so far and the positions of both the Indonesian government and the guerillas of the Free Aceh Movement. However, the agreement is rather a framework for negotiating a resolution of the conflict. The report recommends seeing the current five-month implementation phase of the agreement through to completion while refraining from violent actions.
