This report examines the October 2004 presidential election and the April 2005 parliamentary elections in Afghanistan. The report states that there is a risk that the Karzai administration's legitimacy will be seriously tarnished. Both his government and the international community need to put in more resources and make progress in the next few months on improving security, cutting down the power of the warlords, and attacking the spreading influence of the drugs trade.
