This report analyzes Indonesia's reform of the internal security sector. It lists the major problems, such as a unclear institutional division between the police and military, contradictory legislation, lack of accountability, inadequate oversight of operations, and no strategic direction. The report argues that Indonesia's president could make an important contribution to the reform with his leadership and guidance. He could initiate a comprehensive review of policy and operations in order to develop a roadmap for organizational reform, a legislative agenda and a strategy for conflict prevention and resolution.
